On December 11-13, The US Consulate in Krakow, through the Partnership for Democracy Foundation, helped to sponsor another study tour for journalists mainly from Eastern and Southern Ukraine in the city of Rzeszow in southeastern Poland. 21 journalists came to observe police and city guard operations including simulated situations such as riot management and liberating a kidnapped diplomat. Rzeszow police also invited the journalists to tour their laboratories and crisis centers. Rzeszow city officials hosted the Ukrainian journalists at city hall, describing the access local citizens have to their elected officials and how law enforcement fits into the municipal budget.
